In the emergency caller area, Intersys provides solutions to Swisscom for both Swisscom roles

  • Swisscom as a telco operator (VSP) in Switzerland
  • Swisscom as the owner of the national universal service mandate for the emergency call processing in Switzerland.

 

As of January 2024, Switzerland has fully implemented Next Generation 112 (NG112), incl. eCall112 with MSD & AML. In detail, NG112 has been successfully introduced nationwide in Switzerland with the following technicalities:

  • All 55 PSAPs in Switzerland have productive access to the central LIS via LISProxy in order to obtain the network localisation, AML and MSD data.
  • All Swiss VSPs operating mobile and fixed networks (also private fixed networks) provide the localisation, AML and MSD data via the nationwide central LIS.
  • All national and international emergency numbers that are authorised in Switzerland are supported.
  • NG112 is activated and productive for iOS, Android and Harmony.

 

For Swisscom as the owner of the national universal service mandate for the emergency call processing in Switzerland, Intersys has implemented the central Swiss NG112 backend - including the nationwide central LIS - according to ETSI standards (e.g. ETSI TS 103 479 and ETSI ES 203 178).

In particular, the following NG112 core components have been designed in close collaboration with Swisscom and implemented by Intersys in order to support all the above use cases:

  • The central Location Information Service (LIS) holds the emergency call data per emergency caller (for all emergency caller use cases shown above) and generates an unique anonymous reference per emergency call which is valid for 4 hours (for the Location by Reference retrieval and related flows). The central LIS offers a standardized interface (the «ic» interface) towards the VSPs in order to receive the emergency call data via the HELD protocol from the VSPs, using a standardized format (PIDF-LO) to transport information like location, method (how the location information was retrieved), confidence, rules for usage or timestamp. The location information can be geodetic (representing a geographical shape, including coordinates) or civic (representing a civic address). The LIS provides the collected emergency call data via a dedicated query interface (the «if» interface, again using PIDF-LO).
    Please note: The central LIS is implemented and deployed in a high available setup:
    • it is one single logical unit but is operated running several LIS instances in 4 geographically redundant data centers distributed throughout Switzerland.
    • The LIS instances share a common In-Memory-Data-Grid which is stretched over all 4 data centers. Therefore the data of an emergency call case received by one LIS instance is known by all other LIS instances in the other three data centers in realtime (within milliseconds). This ensures that a LISProxy query via «if» interface provides a consistent result to the caller (e.g. to the PSAP call taker).
  • The central AML-ReceptionServer acts as an AML endpoint receiving SMS of emergency callers and transforms them to corresponding PIDF-LO objects in order to forward the information to the central LIS (using the LIS «ic» interface). This solution is compliant with the NG112 blueprint as specified in ETSI TS 103 479.
     
  • The central Location Information Service Proxy (LISProxy) offers a standardized interface (the «im» interface) in order to provide the received emergency call data via the HELD protocol to the requesting PSAP, again using PIDF-LO.


Please note: Both the central AML-ReceptionServer and the central LISProxy are implemented and deployed in a high available setup as well (including failover and reconnect behaviour to the various LIS instances in other data centers).

 

All the implemented NG112 components described above provide some common features for Application Management and Continuous Monitoring (for instance by providing a rich set of metrics).

 

For Swisscom as a telco operator (VSP) in Switzerland, Intersys has implemented a backend system called «Location Based Services» (LBS) for Swisscom’s own internal emergency call processing. This system provides features like

  • Sub-cell localisation for mobile network-based emergency calls
    counting in the 3-dimensional topology of Switzerland, based on Swisscom’s Radio Access Network data which is steadily streamed into LBS
  • VoIP related functionality for fix network-based emergeny calls (Wireline / VoWiFi)
    looking up location information, plus executing a SIP routing determination function to support the routing to the appropriate PSAP
  • Dedicated Web tool for Swisscom’s emergency call monitoring
    including display of geographical maps in various zoomable views, plus an Emergency search function (to be used on legal request, e.g. when one person is missing).

In order to fullfil these functions, LBS imports various Swisscom infrastructure data sets of Swisscom’s mobile and fix network.
